What is the monthly due date for association fees? How do I send in a late payment?Association fees are due on the 5th of each month. Late payments may be subject to a penalty. Please contact Evernest Association Management at (757) 229-6810 for further information.

When are HOA Board Meetings and who may attend?The HOA Board schedules four quarterly meetings and one annual meeting each year. Meeting dates are posted on the Board Meetings page. Meetings are held via Zoom and begin promptly at 6PM. All residents (owners and tenants) are welcome to attend the open forum at the start of each meeting. If necessary, the Board may go into closed session to discuss sensitive subjects during the second half of the meeting. If necessary, the Board may call special meetings to discuss time-sensitive subjects between scheduled meeting dates.

Where can I obtain a copy of the Jamestown 1607 HOA Rules & Regulations?A paper copy of the Rules & Regulations is mailed to all homeowners whenever there is a newly ratified version. It is the responsibility of homeowners to provide a copy to their tenants and to be sure that those tenants understand and comply with regulations outlined in the document. What days are trash and recycling picked up?Trash is typically picked up every Tuesday morning. Recycling is typically picked up every other Wednesday. How/where do I get rid of bulky trash items that our regular service won't collect?Large items (furniture, appliances, unwanted shrubbery, branches etc.) will not be picked up by our waste management company and must be disposed of at the expense of the owner/resident. Large quantities of boxes or bags or bulky items should be taken by the resident to the Jolly Pond Road Convenience Center for disposal. Some specialty items such as mattresses, tires, and appliances may require coupons. Please contact James City County Solid Waste & Recycling for details (757-565-0971). If any owner or his/her tenants, family members, or guests leave large or excluded items or large quantities of boxes or bags for pick-up, the HOA shall have the right (but not the obligation) to remove such items and charge the resident an appropriate disposal fee.

What are the rules re: trash can/recycling bin storage?Trash and recycling should not be put at the curb until the morning of collection. All garbage must be placed in covered trash containers or in tied, heavy-duty bags. All trash cans and recycle bins are to be removed from sidewalks or paved areas in front of each lot and placed at the rear of your unit within twenty-four (24) hours of being collected. Failure to do so may result in fines.

What grounds work are the landscapers responsible for? What are homeowners responsible for?Groundskeepers perform regular mowing, fertilizing, and leaf removal in all common areas, front yards, and unfenced backyards. They also prune and fertilize trees and shrubs in the common areas (i.e. along London Company Way, Clubhouse and pool areas, mailbox areas, and islands between development sections). Homeowners (or their tenants) are responsible for keeping all trees, shrubs, and other plants located on their private property weeded, trimmed, and healthy-looking. Homeowners are also responsible for keeping siding, windows, porches, decks, and sidewalks free of mold, mildew, trash and other debris. Trimming of overhanging tree branches and removal of limbs that fall due to age or weather are the responsibility of the individual property owner.

What exterior alterations require HOA approval?In an effort to maintain the character of the neighborhood, no changes may be made to the exterior of any unit without prior Board approval. This includes any additions or changes to brick or siding, roofing, fencing, gutters, shutter/door/window frame colors, front yard decor/edging/masonry, or front yard trees and shrubs. Where can I find a listing of approved exterior paint colors?In keeping with the Colonial character of the surrounding area, the Board has selected 36 paint colors from Benjamin Moore's Williamsburg Collection and 17 siding colors from Mastic's PlyGem Collection as our official palette. You may download a chart of the approved exterior colors on our Architectural Guidelines page. Keep in mind that colors may appear differently on various monitors and printouts. Please visit a local Benjamin Moore dealer to see the actual shade on a paint chip or color wheel. Most vendors in town (ACE, Lowes, Home Depot, Spectrum Paint, etc.) can mix any of our colors based on the code(s) provided. Please remember that any changes to the exterior of your home - including the updating of paint colors - must be approved in writing.

What HOA regulations govern vehicle parking/storage?The following is only a brief summary of parking rules. Homeowners and tenants are responsible for abiding by ALL parking regulations outlined in the Rules & Regulations and should familiarize themselves with that document. Parking is permitted only in designated areas. Parking on lawns, medians or other grassy or landscaped area is prohibited, as is parking in front of the mailboxes. Double parking is prohibited if it affects traffic flow. Each residence is afforded two parking spots directly in front of the unit, with the exception of some corner properties in Section A (see Rules & Regulations for details). All parking spaces clearly marked as “Visitor” are for visitor use only. These spaces are available on first come, first served basis and are for SHORT TERM parking of vehicles. Residents may not park in those spaces and will be subject to towing at the owner’s expense. No oversized vehicles, motorcycles, mopeds, boats, jet skis, personal watercraft, campers, trailers, recreational vehicles, mobile homes, commercial vehicles or vehicles with commercial lettering, buses or other large or similar-type vehicles may be parked in the lots or common areas. All such vehicles are subject to being towed at the vehicle owners expense. All vehicles must have current license plates, state inspection stickers and locality–required decals. Vehicles lacking current license plates, state inspection stickers and/or locality-required decals are subject to being towed at the vehicle owners expense. No inoperable, junk or derelict vehicles shall be permitted on the Properties. No vehicle may be raised or left on blocks. Any such vehicle is subject to being towed at the vehicle owners expense. No major repairs or mechanical servicing of vehicles is permitted on the Properties. Drainage of any vehicular fluids on the Common Area parking is prohibited. If ordinary light maintenance is done on a vehicle, care must be taken to avoid marring the paved areas or the sidewalk. Any damage caused by the vehicle to the Common Area will be the responsibility of the vehicle and/or Lot owner as appropriate.

What HOA regulations govern pet ownership?The keeping of dogs, cats, and other ordinary domestic animals (fish, reptiles, amphibians, birds, small cage pets) is permitted so long as they do not become a nuisance to the residents or properties. Other animals (livestock, poultry, exotics, etc.) are strictly prohibited. All dogs must be on a leash and in control of a responsible person when on the Common Areas. If you see a dog not on a leash, please contact Animal Control. All cats allowed outside shall have an ID collar and rabies tag. Pet owners are responsible for any property damage, injury, or disturbances their pet may cause or contribute to. No pet shall be permitted to bark, howl, or make other noises for such a time as to be disturbing to any other residents’ rest or peaceful enjoyment of the properties. Pet droppings shall be promptly removed by the pet owner and properly disposed of. No pet of any kind may be kept or penned on a patio or deck in the absence of its owner. All pets shall be licensed and inoculated as required by law.

What are the pool hours and regulations?The Jamestown 1607 community pool is open from Memorial Day through Labor Day from 12PM to 7PM. The pool and clubhouse are for use by owners in good financial standing, their tenants, family members and guests. Proper swim attire is required and no one wearing diapers (with the exception of swim diapers) will be permitted in the pool. Anyone not in possession of a current pool pass, not following the posted rules, or not obeying the lifeguard on duty will be asked to leave.

How do I reserve the Clubhouse for a private event?The clubhouse may be rented for private functions by any owner in good financial standing and who is not otherwise in violation of the Associations rules and regulations, covenants or restrictions, provided such use does not conflict with general use by other owners and upon the terms otherwise established by the Board of Directors. Contact the Association Manager for rates, availability, and terms. All owners who rent the clubhouse for private functions are responsible for clean-up and rearranging of furniture after use.

Where is our local polling place?As of November 2022, Jamestown High School is the designated polling place for Jamestown 1607 residents. More information can be found at the Board of Elections website.

What is the flood history of our neighborhood?On September 16th 1999, Hurricane Floyd deposited 17 inches of rain on James City County in a 28-hour period. This extreme weather event led Powhatan Creek to overtop it's banks causing water levels to rise as high as 10 feet in some sections of Jamestown 1607. Many residents were caught off guard by the sudden flooding and had to flee in boats with the assistance of rescue workers. Luckily, we have not seen another flooding event of that magnitude in the twenty years since Floyd. That said, weather patterns can be unpredictable - especially during hurricane season (June through November). You can help protect yourself by learning your elevation and flood risk and developing an emergency evacuation plan. Please note: All of Jamestown 1607 is in Evacuation Zone B. How can I obtain a resident beach parking sticker?Jamestown Beach Event Park no longer offers parking decals. Instead, residential status is checked at the booth by examining current driver's licenses. More information can be found at the James City County Parks website.
